The International City/County Management Association (ICMA) was founded in 1914, and its primary goal is “to create excellence in local government by developing and fostering professional local government management worldwide.” ICMA is both a professional and educational organization with membership coming primarily from chief appointed managers, administrators, and assistants in cities, towns, and counties.
